CFCACHE is server-side.  There is nothing that can be done to
explicitly clear the client browser cache via a web page.

Try using something like this:

<cfheader name="Expires" value="#Now()#">
<cfheader name="Pragma" value="no-cache">

which will force the browser to go to the server to get the page,
rather than drawing from the browser cache.
