I don't know whether it's a single file, but each time I set up a new workspace (I have workspaces for active projects, old projects, future projects and a build environment) I export the preferences from my original workspace and import it into the new workspace. That seems to retain most information. It's been a while since I've done this so I don't recall exactly what it didn't retain. I do know that not every setting was retained, but most settings were.
