Mad props to Adrian for pointing me in the right direction on this, as well as everyone else that tried to assist. Been a long time since I've dealt with flat file configs (outside of xml configs for web apps). This wasn't the total answer to my issues, but definitely pointed me in the right direction, and I will blog it in the next day or two.
