How many records are coming back? How are you calling it?
I have ran tests before for where running exec sp_name in side of a cfquery was faster than cfstoredproc. Just a thought. Also are you sure the stored proc is really taking 20 seconds to run OR is the CF page just taking 17 seconds to produce its output.
