We did look at JSPax, however we further complicate matters by having
JavaScript functions that are dynamically created by CF as the page
loads AND the desire not to rewrite the pages as we are retrofitting an
already created system.  We really need to somehow parse out the
JavaScript and get it into the DOM so that we can utilize it from that
point forward.  The solution needs to be somewhat ambiguous.

It sounds like you need a JS packaging system. Check out jsPax 
(http://www.jspax.org/). I believe it can do the trick for you and its 
library agnostic.
