Strict Validation

I would like to validate my apps as xhtml strict, but what is the best way to 
deal with the "&" anf "?" in the url? Would I actually need to use urlEncode() 
or would I be able to simply do a find and replace &#63 for ? and &#38 for "&" 
Thoughts?
