Development license typically doesn't work for shared dev/test/acceptance environments because of IP limitations (was it localhost + 1 external IP now?). You aren't allowed to bypass that with reverse proxy or something like that.
If you need more than few licenses I would talk to Adobe about your requirements, maybe they would be willing to discount prices for non-production server licenses? At least there is little downside doing that.
