Yes...the first time the webservice is invoked, CF is supposed to auto-register 
it in CF Admin.  I'm guessing because you've never successfully invoked it, 
it's 
not in there.

Perhaps try adding it manually and see if thaqt gets you anywhere.  This 
definately is heading towards to "odd" side of things.
