sendStringParametersAsUnicode is encoded in EVERY datasource type configMap but 
this is incorrect from day one of MX.  

This setting is a SQL Server-specific setting and always has been. The other 
drivers completely ignore this setting..  We just never fixed the neo-query.xml 
due to the headaches of migrating the datasources in an updater.
