Well, it was late when the last reply on this subject came through so I slept on it. And guess what? This morning all zones are reporting the correct time (on _11 & _13). I would say this is a bug in the JVM. It was correctly identifying a zone was in new US DST but didn't factor it into the offset until 24hrs later.
At least the problem appears to be resolved. Thanks to all who replied.
