While it isn't the usual way of working with SVN, you can change
things to make it work in the lock-modify-unlock model. All files
would need to have the needs-lock property set, and there's a setting
that needs to be added to the repo configuration to make it so that
all new files get this property. I don't have the info at this moment,
but if you can't find it in the svn book (
http://svnbook.red-bean.com/), ping me and I'll send it to you later.

I've tested the needs-lock property on files in eclipse and in
homesite/cfstudio. I would expect it to work the same in dreamweaver.
