Doug, it looks like a variation of margin-collapsing, which you can read
more about here:

The easiest solution is to change the margin on banner ID to padding:
#banner {
background-image:url(images/green_banner.jpg);
height:79px;
padding-bottom:50px;
}
....which yields a consistent result across most browsers (at least on my
system). This may or may not be suitable depending on the requirements
of the layout, so let us know. There are other ways around the problem
if need be.
