Oh boy is my face red ;-)

This is what happens when you've worked weeks of 12-16 hour days ;-)

What I thought was happening was not!

I had a test script to run a function (which contained this query).  I 
hardcoded 
the values of the args I was passing in.  I incorrectly passed in 5601 when the 
proper value was 5061.  I confirmed I was passing the correct info by looking 
at 
the debugging info (forgetting that I was the bozo passing in the value....it 
wasn't being looked up as it would be in normal operations).

So when I would run the query in TOAD I put the correct value in and the query 
ran.....in the other place where the same query was running correctly...it was 
looking up the ID correctly.

Well....at least I can sleep tonight ;-)
