Coldfusion5 + output to excel but does not want to output in decimal format

<cfheader name="Content-Disposition" value="filename=h:\File.xls">

  <td>#LSNumberFormat(List_Excl,"_-_,___,___.__")#</td>  
  <td>#decimalformat(List_Excl)#</td>    

it will display as 7 in Excel and i want it to display 7.00
