You couldn't use developers edition it would be a violation of the license, they would need a license for each and every machine the application is running on.
Access is also a horrible method of doing something like this. I'm not sure how VBA forms handle file interactions, but what VBA experience I do have has left me scarred and crying in the corner :) You would most likely want a standalone desktop application written in C# or Java that has export capabilities, however, if it were me I would fight with them about getting internet connectivity, I mean if this is really a national chain the money shouldn't be prohibitive, and they can get all kinds of other benefits out of it.
