It turned out to be my second instance of the iPlanet webserver - it needed its own 
obj.conf and mime.types settings for CF to find it.  I just copied those files over 
from the first instance and everything worked fine.

At the same time, I had a problem with a caching proxy server that was disobeying my 
no-cache instructions.  Amazing how problems can layer up in a hurry!
