Matthew - I believe the problem may be the HTTPS call. You may need to add it to the keystore. I'll dig up a thread on this in a few minutes, or someone can post their bookmark. :)
I tried your URL both HTTP and HTTPS and the HTTPS gives the connection failure, the non SSL one terminates the connection with the 403. > I have uninstalled coldfusion and reinstalled it.
