Have you looked at DataMgr yet? You can take an existing Access db and it can create an XML 'schema' that can then be ported over to another platform (MySQL, MSSQL, etc.) Might not do all the work for you (especially moving from Access) but it will do a lot. Pretty sure you can find it on RIAForge.
