Since CF server has its own license, I don't think it's covered in the CS license. To the best of my knowledge, CF isn't distributed with CS3. My reading (IANAL, of course) of this clause (out of context, since I'm not going to bother reading the EULA now) is that you can't have multiple people using a single CS3 install, whether they're doing that through running it manually from a network share (which is how many people used to run Windows apps), or through some sort of process automation.
