The SVN command line client runs perfectly well on any modern O/S.
Even Windows.
All the stuff it says is directly applicable even if you use a 3rd party GUI
to actualy run the commands.

I have no idea - I don't add that signature and it has nothing to do with me.
If you really want to know what you can and can not do, I suggest you  get 
yourself a lawyer. I *think* I know where to get a good one :-)
