I'll pitch this out there.... It really depends on the application in question...
If it's a very small app, a framework may not even be necessary. It may even create headaches. Very large apps are great fodder for a framework, because it organizes the hundreds, or thousands of templates into something coherent. I was in a situation recently where the application was huge, with no framework, or organization. The lead on the project had all of the app knowledge in his head and wasn't about to document anything. I worked as best I could, having to figure out how he did things, on my own..
