Thanks for the suggestions, folks. As it turns out there are no low/no-cost Flash 8 / On2 VP6 encoders, besides ffmpeg that needs a 3rd party patch to support VP6. That leaves three options:
* Flash 8 or 9 * On2 Flix Pro ($249) or Flix Exporter ($199) * Sorensen Squeeze for Flash ($249) or Squeeze Powerpack ($799 for Mac) FYI I've recommended we obtain Flix Pro.
