This is not caused by actually, well, running out of storage. Not in the
sense of filesystem storage, anyway.

In my experience, the most common cause of this problem is a failure in the
Windows authentication mechanism. Since everything requires authentication
checks, it can happen to CF or any other process. I've even seen it when
I've tried to log into a console. Typically, a reboot solves the problem
immediately, but obviously is not a viable long-term fix. Usually, this is
fixed through Windows updates in my experience.
