You can do a pseudo-animated GIF using javascript, which would allow each logo to have a unique link.

Each logo will need to link to a company's website. This is no problem if we are only using the 1 footer but we have 2. Right now we just have an animated gif that rotates but no link to the company's websites. I would either like to rotate between footer graphics and allow for hyper links or create some type of scrolling footer.
