It's really just semantics. Create a domain group for "WebSiteUploaders", then add the people as required.
You can even create a CF script to maintain membership of the group. Then, your LDAP admin won't need to do anything other than create the group. In AD, each group has a "managedBy" attribute. I set this value to the person who is most-responsible for the group. Then, I will give them an interface to allow them to change their groups.
