Error parsing the form under encoding - UTF-8
I ran into an error on cf 6.1 identified below, and it was corrected by
adding the following to the form tag. Now we have migrated to cf7 and the
error has resurfaced. There was suppose to be a hotfix which addressed
this issue, but we applied it to the dev server with no success. One of my
co-workers stated the error went away when debug was turned off
(unverified). Any thoughts on this subject?

500 Error parsing the form under encoding - UTF-8.

Fix in cf 6.1: added the following to the form tag
enctype="multipart/form-data"
