To add. I am assuming it's a simple case of adding a failover partner to the
connection string but when you use the vanilla DataDirect driver for SQL
server it would appear you would have to edit the Neo-Query file directly to
add it.

I don't know if that answers your question enough, but it does say it
supports failover. I wouldn't know how to turn it on, but it is technically
supported. You may want to check with the DataDirect support site to read
more.

I believe the currently available driver version for CF is 3.5, and I think
CF7.0 comes with version 3.4. You can get 3.5 from the adobe support/hotfix
page:
