Yes, that would be all there is to it.

I don't know if you can reasonably expect most web service clients to
support cookies properly. This kind of problem can also be solved by
building your own client state management functionality. For example, you
might have one service which simply issues a token, and require that token
as an argument for all additional service calls.

That said, I haven't encountered a standard SOAP environment that doesn't
support cookies.
