In my case I can confirm that is was definitely a robot, although it 
claimed to be "Mozilla compatible...."

Could it be considered as safe to systematically refuse any request with 
HOST or USER_AGENT not defined?
After all, any normal visitor or gentle robot would have these variables 
defined.
