Nope, that is not it.  Machine which is displaying incorrectly has regional
settings to display leading zeros. Besides, it also isn't displaying zeros
after the decimal or a 0 if it is empty either

This is a shot in the dark, but see what you have for Numbers in the
Regional Settings conrol panel, under the Numbers tab. There is an option
there - "Display leading zeros".
