Are you running Apache with a specific user account other than SYSTEM? If so, does this account have read/execute rights to your web root folder? If it does, you may still have a CF issue of some sort. You can find out by disabling the CF-specific lines in httpd.conf, restarting Apache, then testing access to .html files.
