I'd like to know who "application end-users" are. As long as that doesn't include developers or QA it seems you would be fine. (and of course, limited to two IPs)
Who would have end users hitting a staging server anyway? Maybe they meant having your users help test the application before it went live. As far as using multiple instances on the same physical server for development and production-- I can't imagine doing that without worrying about compromising my production environment with really bad dev code.
