you sure can!

you add a block like this:

  <virtual-mapping>
    <resource-path>/WEB-INF</resource-path>
    <system-path>C:/ColdFusion8/wwwroot/WEB-INF</system-path>
  </virtual-mapping>

to this file... (as it is on my box)

C:\Coldfusion8\wwwroot\WEB-INF\jrun-web.xml
