You've got a bit of a contradiction in your statements. If it MUST remain numeric, then it's a number, and you can't care about leading zeros because from a numeric perspective 123 and 0123 are identical. If you do care about the leading zeros, then you can't be dealing with a numeric context, you must be dealing with a textual (or character-based) context.
