While this is an very bad idea for reasons already clarified.  It could 
be possible if the server and client are on a common network, such as a 
corporate intranet.  If the two computers can be made to share file 
resources over this network with proper configurations and permissions, 
then ColdFusion could write a file to the client's shared drive.

Other then this very special and specific scenario, then no this is not 
possible for very good reasons.
