In response to this:

The default is more like 3 or 4.

If you have two or three hanging threads and your simultaneous requests 
are set this low then your cf server will be hanged.  Depending on your 
server hardware you can run this setting as high as 100.

Also, you should really try to limit the timeout setting for third party 
requests.  Your application should not hang itself due to someone else's 
server being down or slow.
