I had this problem with CSS files a version of Dreamweaver and 
Colffusion ago. It *still* crops up from time to time.

If I'm editing a page, and do a "preview in browser", then immediately 
come back to DW, make a change in my CSS file and try to save it - boom 
- sharing violation. If I go refill my coffee, it will save by the time 
I get back. I've had this happen with Win 2000 Pro and XP.

I've about torn my hair out over this issue too, though it very rarely 
happens now with DW CS3 installed. At some point last year, I spent 
almost 3 hours on the phone with somebody from Macromedia trying to find 
a fix. We even set up a Breeze connection so folks on the other end 
could see it happening. They could never duplicate the problem and 
nothing suggested fixed it.

Weird, huh? I feel your pain though. Been there....
