You can't do that on the server. Just think for a second of the security implications of a server specifying what application opens which file. What you can do is deliver the text file with a content-disposition of 'attachment' and a content-type that can be recognized by the browser and then the users can configure their browser to send that content-type to the text editor of their choice (if they don't use IE, because IE has a 'problematic history' with RFC 2183).
