It may not be a timeout issue but a upload throttle? I do not remember the exact numbers or how one configures it, but a search of the Microsoft - IIS knowledge base should turn up the details. That is where I have read about this issue. IIS has a maximum HTTP content size setting that can prevent very large uploads from going through.
