Outlook > just runs java scripts without flipping a switch. You can't count on this behavior in Outlook. If the user has installed the latest Outlook security patch, scripts won't run. If the user has even minimally secured Outlook manually, scripts won't run. Also, if Outlook and/or IE were installed using the Administration Kit(s) available from Microsoft - and these are often used within large organizations to roll out Outlook to multiple desktops - the administrator will probably have configured scripts not to run.
