All you will need is a Linux Based Computer, a 2400 baud modem and a cheap fax line. If you want to test it out, simple contact me off list and I can configure mine setup to send you sms messages. The way that I perform this is I have to know the Cell Phone Provider so I can send the right message to the Right Provider which delivers the message to the end user.
I have been doing this same thing with Coldfusion 5 in the K-12 Education Industry for 5 years however since I am a single man shop I am not "Well Known" in the community so my knowledge in this is overlooked.
