Thanks for the response.  I'm obviously new to this, but in response to your 
questions (1) would the process of managing translations for a db be that much 
different than managing translations for resource bundle properties files?  
(2) I'm certainly not trying to re-invent the wheel, I'm trying to understand 
why it's done the way it is as opposed to the way I suggested.  Besides, I 
don't think pulling dynamic content from a db based on user info is exactly 
re-inventing the wheel.  At first glance it seems to me the method of using 
resource bundles instead of a db was re-inventing the wheel and I want to know 
why it's not and why it's the right way to go.
What advantages do resource bundles offer over a db approach, and what issues 
may I encounter if I use a db for this task?
