Yeah... "Export Settings" does indeed export settings.  A few of them.
Maybe.  ;^)

And so many plugins maintain their own settings and configuration
information.

I agree... but Eclipse really needs to consolidate and streamline the
upgrade process.  It's ridiculous to do this for every point release.
