If you can get them both into cfquery objs, then try this (untested):
(QoQ = Query of Queries as below)
<cfquery name="inAccessNotInSQLServer" dbtype="query">
SELECT * FROM qry_access
WHERE URN NOT IN (#ValueList(qry_sqlServer.URN)#)
</cfquery>
<cfquery name="inSQLServerNotInAccess" dbtype="query">
SELECT * FROM qry_sqlServer
WHERE URN NOT IN (#ValueList(qry_access.URN)#)
</cfquery>
