I believe you would need to purchase a maintenance plan if you want a free upgrade to FB3 when it comes out. If you need FB3 features, I would try using the FB3 beta for a while longer to get closer to the FB3 release date. The closer your purchase is to the release date, the more likely it is you will get a free upgrade without a maintenance plan.
