Yup, there is an explicit charset in the CF version because CF is adding
the UTF-8 to every page it returns.  The charset difference changes how
the browser interprets the same character codes, and the funky
characters you are seeing are because of that difference. (I would bet
that the chars came from Word or some other Windows-based app... They
will only look right when using a different charset.)  

Charset and encodings are complicated subjects, but suffice it to say
that you need to know/decide which charset you want to use and force
that to be the case.  Since CF really, really wants to be UTF-8, you may
find that the battle is easier if you go along with that. So, the
question becomes how should you properly encode the characters in your
content.  I'm not an expert on that subject by any stretch, so you might
have to do some research, including knowing what is in your content and
how it got there.

FYI, there is a meta tag that allows for declaring the charset.  You
might want to check that out.
