Is there a way to address all URL scopes or do I have to be specific and list 
all URL scopes used on the site?

I'm thinking ...

<CFIF ISDEFINED ("URL.pr_id")>
        <CFIF URL.pr_id contains "select">
</CFIF>
</CFIF>
