In Exchange System Manager, open the Administrative Groups folder. Then, right-click the administrative group you wish to manage. You may have only one. Select "Delegate Control..." Add a new user, then give it the least amount of permissions necessary. Most likely, you will have to give it a role of "Exchange Administrator". Wait a while for the permissions to propogate. It could be minutes or it could be hours, depending on the number of mailboxes.
