A more efficient way would be (provided you're using enterprise-grade DBMS):

    if not exists
      (SELECT *
       FROM orders 
       WHERE PRODUCTID = {cfqueryparam...})
    begin
       INSERT INTO orders (productID)
       VALUES ({cfqueryparam...})
    end
</cfquery>
