I agree with Mike and Jerry.  From a user standpoint, the workflow will be
more intuitive.  Also, if you are using a session at all, the user runs the
risk of 'timing out' less for the least amount of and the least difficult
the information is to enter.  

For us (web users), we don't see uploading a file to a website as such a big
deal, but for a new user to the system who may have tons of MS Word/Excel
experience, but not much with data entry, doing this may seem daunting.  Can
you image the look on either an Assistant or a senior manager, after working
diligently for 45 minutes to make sure that all the information was entered
correctly as well as the images are in the correct order with their relative
descriptions, to press 'submit' and be met with a 'your session has expired'
message.

Of course, I've gone on for too long talking about this, but the short story
is, chances are you will have to break up the workflow into 'stages'
eventually, you might as well do it from the start.  :)

You can always add an 'advanced user' data entry page as an option for those
who are faster.
